Maturity is assessed against both DCMM (GB/T 36073) and DAMA-DMBOK, so the conclusions serve domestic assessment filings and align with a group or overseas headquarters' governance framework.

Policy design and platform rollout by the same team

Consultants and data engineers deliver as one group. Every standard in the policy corresponds to a configuration item on the platform, so policy does not live in documents while the platform runs on different logic.

Phased by business domain, each phase with an acceptable result

No big-bang rollout. The first phase takes one or two core domains through the full cycle of standards, metadata, master data and quality rules, producing a repeatable method before expansion.
